Reoganisation & Devolution

Reorganisation
The shift to a Unitary Authority structure has already taken place in most parts of the country and is now being introduced in the South.
West Sussex County Council and Mid Sussex District Council will continue to operate as usual until April 2028, when they will be replaced by a combined authority covering East Sussex, West Sussex, and Brighton & Hove.

Devolution
Devolution is about transferring more powers and funding to local areas — giving communities greater influence over the decisions that affect them.
Under the proposed arrangements, a Mayor and representatives from East Sussex, West Sussex, and Brighton & Hove would form a strategic authority for the whole of Sussex.
This new combined authority would take responsibility for long-term issues such as:

  • Transport

  • Housing

  • Skills and employment

  • Economic development

  • Environment and climate change

  • Health and public safety

Local councils would continue to deliver most day-to-day services, working in partnership with the combined authority.
